Create 5 concepts of a brochure and 5 concepts of a poster

Our client is a government agency and they are looking to rebrand.
They don't really have a logo as such and don't require one, but they want us to create a range of brochures and posters etc that match in terms of fonts, background pattern, colours etc.
They are after a scheme/style guide and seem to be into swirls or geometrical patterns, and they like bright colours.
The agency is called Community Visitors and there are 3 different areas of their agency; mental health, aged care and disability care.
They want us to allow for each area to use the background/pattern but each area to use it in a different colour scheme, and that they will also have a colour scheme they can use on generic brochures etc that cover the whole agency.
For example, (and these colours are only listed for the sake of explaining the example, you don't have to use these colours necessarily) mental health background might be reds, aged care might be greens, and disability care might be blues, and then on the overall generic, it combines all 3 colours. Or perhaps the overall brochures scheme is in full colour, and then for each of the 3 areas, it is converted into tints of different colours.
So this job is to create 5 different concepts of brochures, and each brochure concept will show the 3 areas scheme and the overall scheme (totalling 5 concepts x 4 brochures = 20 brochures). The same applies to the posters.
I have uploaded a file to show their current brochure content which we should use for all the brochures for the job as it's just showing the design, and the same for the poster. I have also uploaded a low resolution PDF of an option I created for the 3 different areas.
Please don't make all 5 concepts too similar, and we want to have 1-2 of the concepts not be so busy with colour or such full coverage - more white space for 1-2 of the concepts.
Jobs need to be setup in InDesign and you can use Illustrator/Photoshop for images/background etc, but bear in mind the images etc need to be big enough to be used on all their future work up to A2 size.
Sorry for the short deadline, we previously hired a designer and they backed out at the last minute.
If you want to post only 1 or 2 concepts for the brochure and poster, that's fine as we may choose multiple winners to make up the 5 different concepts.
