Project says Job Type Wordpress design only

The current budget suffices for 2 pages psd design only - not full site designed or css coded or backend or wordpress or ecommece integrated for this small budget

The design request would be for a WordPress theme. So main front page, and then a template for all secondary pages. I would have assumed that all the backend coding (ie. css, etc) would be part of that? e-commerce integration is not required as I can put that widget in myself.
