why payment is not guaranteed?

One or two sided - Either one is OK.
Please make it vertical
The size is a standard 8.5 X 11 sheet of paper.
Regarding why payment is not guaranteed this is my first time using design crowd so I would like go through the process the way it is set up now. I am 99% sure I will be choosing a design though.
