I'm going to be honest, I'm not sure on all the lingo. I can make educated guesses on everything but my answers may not be right.

The website is designed using XCart Mall. I originally created a Word document with pictures of how I wanted the pages too look. I hired programmers with XCart experience. I think they took an existing XCart template and modified it to fit my wishes. But I'm not getting sales. So a mockup of how the webpage should look like is what I'm looking for. A redesign. It is my understanding that then I have to hand the design over to those programmers to fix the html or php or whatever it is.

All web developers present a concept before doing the actual build. Or at least they should be.
I could set up your website on a much user friendly platform so that you can maintain the site yourself. Part of the reason you're not getting any sales is because the site give the appearance of being out of date. Like an old HTML website that is no longer being used.
Search engines look for site to be designed to follow along with current design trends and developers applications.
Although your site is currently active, this is an old template design.
Among other reasons why you're not getting any traffic that I could also help improve.

There's more history. I originally developed the concept with a freelance web developer who had what I thought was a good portfolio. There were contract disputes halfway through and the web developer disappeared, leaving what I found out was a giant mess of coding. I did research and found BSC Engineering. I just asked them to complete my original concept, which they did. They've been very good to me with bug fixes, communication, pricing, etc. It's been a great business relationship and I'd like to continue to use them. There are a lot of customization that they did for me where I would have to pay a different programmer due diligence to familiarize themselves with the code.

So at the moment I would consider shopping around for competitive rates but at the moment the current template is outdated, as you said, and I need it to be modernized. Which is why I'm trying DesignCrowd for a great fresh design.
