Packaging Design Brief

We need a design for the packaging of "take-away cones". we serve fries or shrimps in the salted cones. attached are 2 pictures for reference. currently we are using 2 plastic cups to cover both sides of the cone and stickers to attach them to each other.

our requirements are:
- cost effective in terms of materials for production (preferably cardboard or transperant)
- moderately traps heat (covered from both sides), like a box
- not time consuming during order dispatch
