Like the project but i think you will struggle to get illustrators to put in this much work for this budget, with no guarantee.
Logo work is $160-190 for possibly 5 mins work. Quality artwork for a book, especially illustration not vector, should be priced accordingly if you want effort to be put in. Thanks

Cornel888, I want you to understand that this is my 3rd attempt to get this project done. I already hired 2 artists from another site and the first didn't produce anything. The 2nd took pieces of copyright art from web, including a fairy from Disney and tried to pass it off to me as his own work. If I was not in the industry of printing and graphic design for +25 years, I would have not been able to see it. So I hope you can understand why I haven't guaranteed this project. I have lost money and time. With this contest I hope I can find someone who would produce a beautiful cover for me.

Ok i understand that as a compromise how about we submit the character design first, if you see enough quality/potential then you can guarantee project and give go ahead for rest of the illustration? saves time both ends. Thanks

The price range should be at least $300.

@FractalCreation. Thank you for your feedback. This site is lets me set a budget that I can afford at this time. You, as the designer, can choose whether you would like to submit a design or not. The comments you posted are rude and unnecessary. You could have just reviewed it and realized it was not for you and moved on.
