Advertisement Design Brief
We need a post card mailer designed to notify Landlord's of the need to register their rental properties according to local ordinance. Designed for optimal response, the response we are looking for is getting the recipient to go to a URL that will be on the postcard.
The postcards will be sent on behalf on Municipalities (aka communities) that we represent. They notify the Homeowner/Landlord of the need to register their property. We will inform them of the properties we have discovered evidence and registration is required. We are considering a color post card that will include the community logo and the company logo and other formatting graphics that enhance the design to get the result we are looking for.
There will be dynamic content in the design that will be specific tothe community logo, message text, property addresses, URL/Code, etc...
Clarifications 9/10/2018:
I wanted to clarify that this post card is not an advertisement but rather an official notification of the obligation to comply and register the property. We want the design to be professional but not to look like an advertisement.
We are looking for instant credibility. This should come with a focus on the community logo. Whether or not we even show the PROCHAMPS logo is optional, I am open to designs without it.
Also, we want to emphasize getting them to the coded link.
None of the designs so far achieve the instant credibility or give enough focus to the getting them to the link.
Lastly, the property list will be an actual list of 1 to 5 properties that are required to be registered by the owner. The design should contemplate an actual list of properties.

One other point of clarification, the postcard will be sent for one community at a time. I see some designs with multiple community logos and that is not accurate. If an owner has rental properties in multiple communities then they will get multiple postcards from us. Each post card will be unique to a specific community.
If the owner has multiple properties in that community then they will be listed (hence the property list of 1 to 5 properties)
Updates
Most of the designs I am reviewing have focused to much on making it look like an advertisement with property images. I wanted to clarify that this should look official. There will be a community logo on the post card. We may not even have the PROCHAMPS logo on the card, I am open to designs with or without it.
Also, the property list will be a list of properties where evidence has been found that it is rented by the owner. We anticipate this will be 1 to 5 properties in a dynamic list. The design should contemplate this.
We want the design to look professional but it does not need to look like an advertisement. It needs to get their attention, and have them instantly recognize it as official (instant credibility) and get them to go to the link. None of the designs so far give enough prominence to the community logo or link that I think will be necessary to achieve this goal.
