We do need HTML.

looking at the designs, they are all template designs. You can tell this by the header, as the custom text is a completley different font to the content which does not match the site and was added after. Looking at pretty psd files as templates does not make the designer competant to replicate this on an actual web server. As you mentioned below you want this on a database and no one has asked what server you are running, php memory limits and if your hosting it on a c-panel.

You get a nice looking design that they cannot produce online working properly
When you pick a design, ask the designer to make sure they can do all this for you, otherwise your paying for nothiing.

its the same on all web projects, they seem to be graphic designers producing nice layouts but have no idea how to make it workable online, with databases and SQL.
