Before start we must say something important here:

We read the full brief carefully and we think that there are lot of scope of work specially development which is complicated one.

As per the budget mentioned here we can provide maximum 2-3 pages design only which includes HOME page and 2 inner pages.

To have all the related pages, component attached and fully functionality you need to increase the budget.
At the same time I am quite afraid if WordPress can support all the functionality you want.
Its a BIG JOB.

If you agree on the design terms then we will submit design for home page and then after selection we will submit 2 inner pages.

Other inner pages design, HTML/CSS and development in WordPress of any other coding platform will be a different issue.

I will get going to design home page from tomorrow morning.

In the meantime, I would like to share you that your allocated budget is not enough to have fully working Mobile responsive website as per description.

And if you can share us more sections to go on Home page will really helpful for me to workout accordingly.

Here’s an example of a site I like if someone would like to attempt it. I’d like the colors to be blue and orange and we only sell used cars so the references to new cars would have to be removed. I’d also like to see your own creativity in designs too

Your proposed brief is beyond the scope of design, you are asking for functionalities that would be implemented with plugins. I have already developed a car rental service in WordPress. I will send it to you an see if you want something like it but customized.
