Book Cover Design Brief

Each year I public a law book for Massachusetts Police Officers, along with an accompanying motor vehicle cruiser guide. They have the same/similar design but the motor vehicle guide has a motor vehicle twist to it. The main book with be full-size with a front, back and spine. The accompanying cruiser guide will be smaller 5X7 with a spiral binding.
The year should be somewhat prominent so people know it is a new year edition. I attached some previous versions and commonly used logos.
