T-shirt Design Brief

I want to design a tshirt with my dog having Medusa hair. Ideally he will be staring towards the viewer. I’m looking for it to be chest and up or just his head. I want it to say “Staring isn’t polite”

I added some reference photos and what I was attempting to go for. My personal dog must be incorporated in, I don’t want a random dog. I’d love it to be colored.
