First of all this is a section for web design only. So at the end you could have the design files only made in Photoshop
In case if you need fully functional website in WordPress we guess you need to change the project type and increase the budget.

As per your brief we think that 750 will be good budget , because you know Dc will take 15% as service charge form the winner .
So after deducting the service charges the budget will be come a good budget for a WordPress template.
