How does the organization address the food distribution problem? It is my understanding that the hunger problem is not so much an issue of finances or even available food supply, but rather it is an issue of logistics, i.e. how do we get the over abundance of nutrition to those in need and ensure it doesn't fall into hands of corrupt local agencies (government or otherwise)?

The Index focus is on governments so the question for us is more about how governments provide a financial, legal and policy framework which supports effective programmes to tackle hunger and undernutrition.
